The survey is looking at all federal Investing in Canada Infrastructure Program funding that communities (referred to as ultimate recipients) received between April 1, 2017 and March 31, 2022. The survey will gather ultimate recipients’ experience on the total federal funding, however the COVID-19 stream projects are excluded from the survey.
The objective of the evaluation is to inform future program design and delivery and meet legislative requirements. As part of the evaluation, a survey is being undertaken to gather ultimate recipients’ experiences about ICIP to inform future programming.
The survey results are going to be used to assist INFC in the design and delivery of future infrastructure programming, specifically it will support the evaluation on the following topics:
- Ability to be flexible and adapt to changing recipient needs
- Impact of program on Indigenous peoples, vulnerable populations and Official Language Minority Communities (OLMCs), as well as rural, northern and remote communities
- Factors that facilitated and /or hindered program delivery.
As recipients of ICIP funding, your views are critically important for building our understanding of the successes and challenges you have experienced with respect to ICIP to assist with future programming.
The survey is voluntary, but your participation is encouraged and valued. There is no impact whatsoever on current funding and project funding is not contingent on survey participation. The survey is conducted in a neutral and independent manner, more precisely outside of the program management.

The survey will take approximately 25-30 minutes. As this is an online survey, you will need a computer and access to the internet. If you are unable to complete the survey online as you don’t have a computer, no internet, or for any other reason, please reach out to PRA who is administering the survey and they will be able to complete the survey with you over the phone. Yes, the survey is anonymous. Results from the survey will only be reported in aggregate form only with the other lines of evidence, and all identifying information will be stripped by PRA from final survey results. Moreover, PRA won’t be collecting any personal information from ultimate recipients.
The personal information you provide is collected under the authority of the Financial Administration Act for the purpose of undertaking an evaluation at INFC. The information may be shared with the program area and the evaluation working group. Other possible uses and sharing of this personal information are described in the Evaluation Personal Information Bank. You have the right to the correction of, access to, and protection of your personal information under the Privacy Act and to file a complaint with the Privacy Commissioner of Canada over INFC’s handling of your information.
PRA Inc., the research firm contracted by INFC to conduct the survey, is contractually required to maintain the privacy of individual responses. PRA Inc. is also a member of the Canadian Research Insights Council, and abides by its guidelines to protect information. As per the Financial Administration Act, INFC is required to undertake evaluations on the relevance and effectiveness of all contribution programs once every five years.
Infrastructure Canada has contracted Prairie Research Associates Inc. to conduct an online survey of ICIP ultimate recipients who received ICIP funding between 2017 and 2022.

The evaluation is one of the pieces that INFC will use to inform future program design.
The information that ultimate recipients provide in semi-annual updates is specific to program requirements related to reporting on performance measurement. It does not address areas examined by the evaluation such as relevance (ongoing need) and the impact of INFC programming on different population groups to ensure that all Canadians have access to programming.
The perspective of ultimate recipients is valuable in understanding what works well and what needs improvement when it comes to program design and delivery. By completing the survey, ultimate recipients will be able to provide information on ICIP’s ability to be flexible and adapt to changing recipient needs; impact of program on different groups within Canada; and factors that facilitated and/or hindered program delivery.

If the Ultimate Recipient decides to respond to the survey, they can use other ICIP funded projects that have started construction as the survey is about all federal funding for ICIP projects.
