Elections Manitoba has conducted post-election surveys since the 38th general election in 1999. For the past four elections, Elections Manitoba has conducted four separate surveys and has hired PRA Inc. to do the same for the 42nd provincial general election.
In all its activities, Elections Manitoba must maintain, and be perceived as maintaining, a position independent of partisan politics, government and any other persons or organizations that are regulated by Elections Manitoba or who may be subject to the provisions of The Elections Act or The Election Financing Act. In order to maintain public confidence in the electoral process and preserve the integrity of the office, it is essential that all employees, agents and consultants who perform services for Elections Manitoba are non-partisan and free from government or political influence.
The four surveys and their respective objectives are as follows:
1. Survey of the Manitoba Population:
- Assess public understanding of electoral processes and requirements, as well as voting options
- Assess public satisfaction with the service from election officials during the general election
- Understand the correlation between demographics and voting behaviour
- Determine effectiveness of Elections Manitoba’s advertising in providing information to voters on how/when/where to vote
- Track awareness and recall of Elections Manitoba’s advertising and promotions
2. Voter Turnout Survey
- Understand the attitudes, characteristics and demographics of voters ad non-voters
- Determine and categorize reasons for voting and not voting
- Determine motivators to voting and not voting
- Understand voting and non-voting patterns and behaviour over time
- Understand the impact of voters’ and non-voters’ satisfaction with the current electoral and political systems on voting behavior
3. Staff Survey:
- Assess election officials’ satisfaction with their working experience during the general election
- Assess the effectiveness of and satisfaction with election training and materials
- Assess election officials’ satisfaction with the voting experience
- Determine the level of satisfaction with pay for election work and willingness to do the job again
4. Voters List Survey:
- Determine the quality of Elections Manitoba’s voters list for the general election by assessing the accuracy, currency and completeness of the voters list against key benchmarks
